We The People Rally Topeka, KS April 28th

 

The KS912 group, AFP and others will be in Topeka on April 28th.. See flyer attached to email and read below for more information.  Please pass this on to your family, friends and neighbors... this is a time when 20 or 200 people just will not do it.  They are asking for as many people to attend as possible... it would be a good time to meet others and get your message out.

Dear Stacie,

Please read the article below and plan to support the "Not Yours to Give" Rally at the state capital on Thursday, April 28, 2011 starting at 10:00am. It is imperative that we stop the current 2012 budget proposals in their tracks and insist that our state learn to live within its means.

We cannot afford more unfunded government mandates and can no longer tolerate the fast accounting and sleight of hand that has Kansas headed toward bankruptcy.

Kansas must live within its means

Last week we recommended that HB 2383 be sent back to the House Appropriations Committee where some real cuts could be introduced into the budget (what the budget did not reflect was any serious effort to reject the unfunded federal mandates to this current budget or any effort to free ourselves of strings attached to borrowed federal funds). Unfortunately there was not enough time to reject it and get it back to the committee for additional work before session ended. What is important to understand though is that without a House Budget Kansas taxpayers would have been subjected to the Senate budget with NO alternative.

The proposed legislative budget bills are in a conference committee to reconcile the Senate proposal with the House proposal.  The full Kansas legislature will start its "Veto" session on Wednesday April 27th. This will be our only opportunity to influence the budget by which the state will be spending our money.  Although, the state started out with a $550 million deficit it increased state spending. This is the same thing that happened last year, in spite of not having enough money, the state spent even more. Also it appears that our Legislature has been deceiving us with some loose accounting practices as describe below. The bottom-line is the State (WE the People) are even worse off than we have been lead to believe and unless we stop them the Legislature will pull the same trick this year including increasing spending.

During the week April 18-21 the House and Senate Appropriation Committees will receive REAL projected revenue numbers for the next year from the state. Because Kansas has a balanced budget requirement they will be adjusting the numbers in the House and Senate budget proposal to not exceed the spending limits of the states projected revenue numbers.

There are actually two budget numbers or Kansas budgets, but we usually only hear about one, the State General Fund (SGF). The other is the All Funds Budget
